John B. Shoaff joined Sooner in July 1998 and currently serves as President. His 20-plus years of experience in tubular products includes managing domestic and international sales of downhole tubing, casing and related industrial products and developing marketing strategies for promoting new business segments.
Prior to joining Sooner, Shoaff served as Vice President of the Tubular Distribution Business Unit for National-Oilwell, where he was responsible for domestic and international sales totaling $220 million annually. He also has prior sales experience at Grant Corporation and at Nortex Machinery, where he developed marketing plans for promoting heavy fabrication forming equipment to manufacturers.
Shoaff has two degrees from Southern Illinois University and has also completed some post-graduate work in the school’s MBA program.

Dorinda J. Barker Vice President & Controller |

Dorinda J. Barker has served as Vice President and Controller for Sooner since October 1998. Barker joined the company in 1992 as Accounting Manager and has more than 16 years of accounting and financial management experience. Prior to joining Sooner, she worked as an Internal Auditor and Accounting Manager for a division and a subsidiary of Dover Corporation, a diversified manufacturer of industrial products.
Barker is a certified public accountant, and earned her bachelor’s degree in accounting from the University of Tulsa.

John R. Carter Vice President, Sales and Business Development |

John Carter joined Sooner in 1999 and currently serves as Vice President, Sales and Business Development. He brings extensive expertise in critical service products — premium end-finishes and corrosion-resistant alloy pipe — used in high-pressure or corrosive drilling environments. He founded the premium end-finishes division while working at Wilson Supply Company and eventually rose to Vice President of the Tubular Products Division, the position he held prior to joining Sooner.
Carter has more than 25 years of experience in tubular product sales. He began his career as a field serviceman in Odessa, Texas, for Hydril Company, a premium threading manufacturer. He graduated from the University of Texas at Permian Basin with a degree in business.

Joseph C. Ottaviani Vice President, Operations |

Joseph C. Ottaviani is the Vice President, Operations at Sooner and has more than 32 years of experience in tubular products. In his current position, he oversees the quality systems and all of Sooner’s operations and inventories, both domestic and international. His areas of expertise include quality control, quality assurance, inventory control, pipe maintenance and non-destructive testing. In addition, Ottaviani designed and patented the environmentally safe cleaning and coating units used at the ISO 9002-certified A-Z Terminal, Sooner’s 109-acre pipe storage, maintenance and threading facility in Crosby, Texas.
Ottaviani began his career at Babcock & Wilcox as an Inspection Supervisor, then worked as General Supervisor of Quality Control, before joining Sooner in 1989. He wrote and implemented the quality systems at A-Z Terminal and Sooner to specifications set by the American Petroleum Institute (API) and the ISO.
Ottaviani is a member of the American Society of Quality (ASQ), the American Society of Non-Destructive Testing (ASNT) and the International Pipe Inspectors Association (IPIA). He graduated from Saint Vincent’s Medical Center in Pennsylvania with a degree in radiologic technology.

Joe Phillips II Vice President |

Joe Phillips II joined Sooner Pipe in June of 2005 after Sooner acquired Phillips Casing and Tubing, LP. Joe serves as Vice President over seeing Permian Basin and Barnett Shale Operations. He has over 12 years experience specializing in Carbon Oil Country Tubular Alliances and Facilities Construction and Management.
Prior to joining Sooner, Phillips served as Executive Vice President for Phillips Casing and Tubing where he was responsible for sales of $110+ million annually and all facilities operations. During his tenure with Phillips, Joe developed the sales and yard facilities for the Barnett Shale Operation which increased PCT revenue by more than 30%. He holds a Bachelor of Science in Communications from the University of Texas at Austin.

Wayne L. Brooks Manager, MIS Services |

Wayne L. Brooks has served as the Manager of MIS Services for Sooner Inc. since 1994. Brooks has more than 30 years of experience in the data processing field as an applications developer and manager on mainframe computers for such companies as Amoco Production Company and St. John Medical Center.
Brooks was responsible for the development of the company’s e-commerce site, www.soonerpipe.com and the Global Inventory Management System (GIMS). He graduated from Northeastern State University in Oklahoma with a degree in mathematics and chemistry. He completed additional postgraduate work in mathematics at Kansas State University.
